There is are Cygwin binaries on the GPC website (/contrib/chief/). The latest GPC binary there is based on gcc-3.2.3. I was not successful in building it on gcc-3.3.1 (indeed, I don't think there are any official gcc 3.3.1 releases for Cygwin - which might be quite revealing in itself).
There is a test release on the mirrors a few days now (go figure) and I have already a working gcc-3.3.1 with Ada and all other 'standard' languages for cygwin 1.5 (http://anfaenger.de/cygwin-1.5/gcc/), I want to rebuild now with Pascal as additional language and with the same options than CGF used for the Cygwin test release, now I have my version and Cygwin has another version and these are not compatible (because of SjLj exceptions which I disabled).
