I don't dare offer advice on libplot.
On a far simpler library of the libplot group (libxmi), I feel I have encouragement for Pascal devotees.
As I muddle through the macros, decipher the typedefs, unravel pointers to pointers, reconstruct structs, then write it into Pascal, I find I can chop C, hack C, burn C.
The more Pascal data structures replace C's ridiculous counterparts the better.
