As far as I know, the documentation is available only in GNU Texinfo format as part of the source distribution. You can convert Texinfo to PDF or Postscript with MiKTeX:

It's also available in GNU Info (mostly ASCII, but with markup and cross-references) in source and binary distributions.

DVI, PostScript and HTML versions will be made available on the WWW home page starting from the next release.
