The GTK link on Cygwin is dead. However I have found a link http://xlang.sourceforge.net/gtk+-win32.html that has a download link. I'll have a look when I get a chance.
From memory XView is written
using XLib. I think Xlib would involve lots of low level programming which I am hoping to avoid.
