Strange. I admit that I've never used this make target personally, maybe
I just misinterpreted the docs.
Anyway, if you need to install GPC in other place than /usr/local/bin,
you must tell it to `configure' _before_ the compilation, e.g.
../gcc-2.95.2/configure --prefix=/some/dir --enable-languages=pascal
This puts binaries into /some/dir/bin, the manual into /some/dir/info
etc. If you install this way in a personal directory, it doesn't matter much
which make target you use, so if `make pascal.install-with-gcc' doesn't
work, do simple `make install' (from the build directory, not from its gcc
subdirectory).
