As others already pointed out, we cannot help you without some more exact information.
Either I forgot to do something or I need to download another file because I've just downloaded gpc-19990118.tar.gz, gcc-2.8.1.tar.gz and gcc-2.8.0-2.8.1.diff.gz?
You can also try a more recent (alpha) version from ftp://agnes.dida.physik.uni-essen.de/gnu-pascal/beta/alpha/ which works with gcc-2.95.1.
