AFAIK (though I don't know the complete standard text ;-) there's no such restriction, and it's definitely a GPC bug (sietse3.pas). It's something related to the module mechanism, since it works with units.
There's a number of module related bugs now, and I'll try to look into them as soon as I get to it, so if you find any more module bugs, just report them, so I can fix them all in one go. ;-)
