I responded to Eike's post, but the copy sent to this list bounced back (sent it from an old account). Yes, there is an opensource IDE for Mingw. It is called Dev-Pascal. It was written in Delphi for the FreePascal compiler. I ported it to GPC. The binaries and full Delphi sources are available here: http://gnu-pascal.de/contrib/chief/
Since DevPascal is an opensource project, you can use the "free" Delphi6 or Delphi7 "personal" editions to build it for distribution, etc.
Then there is also a "proper" GUI Win32 executable installer that contains GPC, the Dev-Pascal IDE, and enough of the Mingw runtimes for it all to work together. I called it "Dev+GNU Pascal". You can get it here: http://www.gnu-pascal.de/contrib/chief/win32/dev_gnu_pascal-1.9.2.exe
