To some extent. AFAIK, DEC Pascal implements ISO-10206 Extended Pascal. GPC aims at this, too, but does not yet implement all of ISO-10206.

Yes. Please get DJGPP from your nearest SimTel mirror plus the DJGPP version of GPC.
