The WIN32 compiler can build GUI and console apps. I think the same is true for the OS/2 compiler.
The problem is you need declarations of all the GUI functions. I think there's > 1000 for Win32. These have not been written, although some work has been done.
I'm finishing a new Win32 compiler based on mingw32, which no longer uses the cygwin32 unix emulation layer, so it's faster and more compact.
