Well I don't think RTF is Windows specific, I've seen it used quite a bit on Mac and NeXT machines. (I think NeXTMail may even be standardized on it.) It is one of the more portable markup languages around in that a lot of software does cope with it. If you use TeX/LaTeX, any CPAN site should have an RTF converter to those formats.

There are both Linux and DOS binaries along with a lot of other operating systems.
In my opinion it's best to convert a markup languages to another markup language but I think there is a library of public domain C code to strip RTF codes (of course I can't remember where it was now. :)
