I've searched the changelog for binutils 2.14 and did not find any mention of such a patch.

Perhaps the OP will, as I do not use Win9x for development (although I think that the recommended fix might be, "Change to WinNT/2K/XP").
An alternative might be to use Cygwin under Win9x, as the thread implied that this problem has been fixed for that platform.
