A Majordomo-administered list provided by my ISP does just that: any mail from non-subscribers (regardless of keywords) is bounced to the list owner for reposting to the list or disposal.
This sounds reasonable for me, too.
As I am unfamiliar with Majordomo, I don't know what effort is involved, but it appears to work well.
Since our list is run by majordomo, too, it would be interesting to know how majordomo has to be configured to get this effect. Anyway, it is a good thing to know that this is possible at all. :-)
