That's because the `dir' file in the info directory doesn't have an entry about gpc. You can insert it manually by editing `/usr/info/dir', e.g. by inserting a line

* GPC: (gpc). Informations about the GNU Pascal compiler

In principle we could include an updated `dir' into the GPC distribution, but this might make other programs barf, so we don't do it.
