I'd go very slowly. And you could use the Hybel's curriculum on Being a Contagious Christian and Being a Contagious Church. One of the things I have learned in ministry is that each church has an 'esteem'. If it is low, they won't invite anyone. If it is high, they will knock themselves out. Some things that increase esteem are making the building look good. This can be done with paint and some new carpet, etc. And you will begin to see them shine. I know that inviting to church is not witnessing, but it is a start.

Maybe someone else will have some more ideas.
