I apologize for any inconvenience that HTML in my mail may cause. I am using Microsoft Outlook and I have selected Plain Text format when composing my e-mail. I do not know why it is not turning off HTML. As I am typing out this e-mail, I see that it says "Plain Text" on the header. I hope HTML is turned off now.

No, it's still there. Please test it off-list, and if you can't get it to work properly, use another mailer. (I really mean this -- there are many mailers available, and even for MS-Windows there are certainly many that are more standards-conformant.)
But wait, your header says:
X-Mailer: Internet Mail Service (5.5.2653.19)
Either this is another name for MS-Outlook, or perhaps you're not actually using MS-Outlook at all ... !?
