OK, it's about 1 year after it's scheduled appearance, but here it is anyway: GPC/mingw32 :-)
For those who are not familiar with mingw32: it's essentially cygwin32 without the unix emulation stuff. Leaving this out also makes it an order of magnitude faster.
Patches have been sent to Peter for inclusion in the next alpha/beta Because not all of you may have a unix system with the necessary crosscompilers at hand, I have made prebuilt binaries available:

This compiler requires components (binutils etc.) from an existing mingw32 installation. If you don't want to install the C compiler toolchain, get
