It does not exist. The well-known Pascal-to-C converter `p2c' converts a subset of Borland Pascal 7 (essentially Turbo Pascal 5.5) to ANSI C; this is the best approximation I know.
I have some fragments of how to push objects into `p2c' I can send to you if you are interested to enhance `p2c' until it meets your needs.
Another approach to generate the tool would be to write a GNU compiler backend that generates ANSI C; I heard some rumors that somebody were working on such a thing.
Since you are posting to the GNU Pascal mailing list: The GNU Pascal Compiler (GPC) is a true compiler and does *not* generate an intermediate C representation of the program, sorry.
